What Exactly is the Renter’s Reform Bill?
The Renter’s Reform Bill is a proposed piece of legislation designed to give tenants more security to stay in their homes and more freedom to leave poor properties.
The Bill will:
Abolish fixed-term ASTs (Assured Shorthold Tenancies)
Limit rent increases
Abolish ‘no fault’ notices to regain possession of their properties (Section 21)
Expand Section 8 possession grounds
Ban rental bidding wars
Introduce a landlord ombudsman
Create a private rented sector database
Prohibit discrimination
Allow renting with pets
With the increase in size of the private rented sector, the Government aims to ensure private rented homes meet basic standards.
As a Landlord, do I Have to do Anything?
At the moment, you do not need to do anything differently. The Bill is currently on track to become law before Parliament’s summer recess in July but won’t come into play until between October 2025 – January 2026.


Will it be Harder to Regain Possession of my Property?
The Bill will change the way in which a landlord can regain possession of their property. As a landlord, you will need to have a specific reason to serve notice to a tenant. Serving Section 8 notices will be the only way you can evict tenants.
